    I have built many tow dollies in the past and always used a 2" diameter solid pin with a 1/2" thick sleeve over it for the pivot and still had a couple people come back because they had managed to break the pin towing a heavy vehicle ( <5000lbs) on bumpy roads. Please rethink the 1" bolt as from my experience it will not hold up for what you are hauling.
