Subaru Outback marker lights staying on

I have 96 Outback that the marker and tail lights staying on with the car running or not. I pulled the 20amp fuse so my battery doesn't die. Where do I start looking? Do I start at the light switch? Relay flux capacitor at the left rims?

Any insights on this problem is greatly apreaciated.

no extra switch, i have the multi combo signal lever. either off, marker, headlight. when it was working, i can leave the switch on marker or headlight and lights would only come on with ignition on running position.
