Won't start. Mazda B4000 after being hydrolocked

So a bit puzzled with this one. Posting for a friend so pokes about it being a Ford are welcomed.

Buddy went puddle jumping in his 1997 B4000 and hydrolocked it. Truck started and ran great before this. Took the spark plugs out and tried to crank out the water with the starter but the starter relay just clicks. Took a hammer to the relay to free it up but no go. Got two relays from the wreckers and still the relay just clicks. (No power getting to the starter)

Ended up bump starting it to crank the water out(with no plugs) and pouring methehydrate in the cylinders and intake. Dried it out, put new plugs in cause his originals were melted, and bump started it. So it does run and drive just won't start under it own power. Battery is charger up and terminals are clean. I'm thinkin the starter is dead from the water but won't know for sure until we pull it out and test it.

Any input on another reason for not starting would be appreciated.

Tried crossing the solenoid but it only sparks a bit. I'm pretty sure the starter is boned. Testing it tomorrow. Oh Mark, we'll get to put the rigs head to head soon enough and see who's got a real Jeep. Oh don't worry, I'll bring extra ball joints for ya.

I've left it in his hands. He's a college kid so partying is more up his alley than working on a truck he doesn't actually need to drive.(bicycle) I just help out when they need intell on procedures.
