Cherokee XJ sluggish to shift Trans ?

Okay so lately I have been paying more attention to the shifting of the Trans in my 1998 Cherokee XJ ( 4.0, aw4, 3 inch lift and 31's) and it seems a bit sluggish to shift and revs a tad high.
Example: start from a red light and will go close to 3000 RPM stay for a sec then shift but slowly.
Around town it's at 2150 rpm and that seems a bit high to me. Feels like it won't up shift. I compared it to the family friends cherokee that's the exact same and theirs shifts like it should and stays around 1200 rpm doing about 60 km/h.

I have tried adjusting the TV cable but with little to no change in shifts. Fluid looks fine and is at proper level when warm.

My question is, is there anything I can do to get it to shifter better and faster than it is now?
    Kinda stumped.

Have you changed out the speedo gear? Mine shifted sluggish after going to 31's as well. I believed it to be the speed sensor sending incorrect info to the ECU due to the larger tire size. Speedo gear seemed to fix the issue and also improved fuel economy as a bonus.

Nope actually never thought about that. From further research I had considered the TPS as well.
Now should I upgrade the speedo gear ? Also where could I get it

What transfer case do you got in that Cherokee pip. You could always go to kennys and pull a few speedo gears out to see what colour they are
