    It's your Daytime Running Light module, in all probability. I'm not sure where it is on the XJ, but I'd put money on it being the problem.

    Unplug it (once you find it) and life will be good. All you lose is the high beam indicator

    I searched and found;
    Lights will not turn off!

    Like DarkWolf said, this owner also had a daytime running light module problem.

    Before replacing the whole module, if you snip the orange striped white signal input wire, it will disable DRL and you keep the high-beam indicator working fine.

    It should apply to all TJ's - you can simply unplug the module if you don't feel like cutting things, but as stated above your hi-beam indicator may be constantly illuminated.

    He said he had a 90 XJ, and if I remember right, DRL's didn't come on them yet till around 93 or so, and had to be on every new car/truck by 96, So I don't think its a DRl issue, but I could be wrong... Just my thought
