Rear seat belts in a TJ

I havn't had the back seat in my truck for awhile, but I have always left the seat belts there just in case.

They are starting to get in the way so I figure I would take them out. I am just curious what the Torx bolt is bolted into? a nut through the floor? or a nut embeded in the floor?

Everything is capture nuts, I just removed the seta belts and put the bolt back in the nut for safe keeping.
