    dremel with a cutting wheel.

You may damage the metal somewhat but you can douche it with crown or other rust preventative.

the key is to just grind the head off and then tap it through.

You will need to purchase some nutserts when putting it back on. Available at princess auto or other fastener supply houses.

Yes it's a pain and it doesn't matter if you jeep is 10 or 1 year old nutserts are not the most reliable for removal just a cheap alternative to welding a nut back on the fender and don't rust as bad as the old style metal clip retainers.

    Cheers!

Another thing I would suggest is keeping that stupid plastic fender liners off and douching with krown or equiv.

Drill the head off the rivet. Use a bit slightly larger then the center hole and drill the center of the rivet head at a slight angle. When the drill goes through the body of the rivet punch the remaining center piece through. If you dont run the drill on a slight angle the rivet will spin.
